Digital Constitutionalism

Digital rights charters and declarations have proliferated over the last twenty or more years. I aspire to better understand the motivations of and power relations between the authors of these documents. Digital Constitutionalism is the umbrella term for this conversation among various actors about the rights and principles they envision for the Internet.

eGovernance in the Republic of Georgia

New technologies allow governments to alter and scale their service delivery by offering eServices as part of an eGovernance strategy. Though, while these services could in principle be designed to empower citizens, they often lack the necessary enabling features. In 2015, with two colleagues, I examined the current situation of these eServices in the Republic of Georgia.

[NEW PROJECT] Artificial Intelligence and ​the State
​

Artificial Intelligence (AI) is perhaps the most groundbreaking technology of the 21st century. With huge potentials and major risks, states (e.g. their bureaucracies) need to better understand AI and its potentials to utilize it to carry out their core functions (e.g. fighting crime and climate change) and to regulate normatively problematic behavior. I am interested in the role of AI in resource allocation within public administration both from a practical and theoretical perspective. 
NGOs and Accountability

NGOs play an important role in holding international organizations (IOs) to account. In absence of a democratically controlled global government and an effective judiciary, NGOs represent the checks on the power of IOs such as the World Bank and UNESCO. In turn, today, NGOs themselves need to adhere to stricter criteria of accountability. This becomes particularly evident in the case of ICANN, which has been newly globally constituted through the IANA-transition. ICANN still has to develop a more sophisticated relationship to the NGOs that engage to hold it accountable.
